About

Background

I started as a web developer at the Jamaica Observer, then spent 11 years at Fast Enterprises (FAST), the company behind GenTax, a tax administration platform used by more than 50 revenue agencies. I moved from implementation consultant to consultant manager to project manager. In my last role I was the delivery lead and main client contact for New Hampshire’s Department of Revenue Administration.

I’m most useful on projects where the technology, the contract and day-to-day operations all have to line up. I plan the work carefully, keep the client in the room for the hard decisions, and check that the system still works the morning after cutover.

I moved to the Greater Toronto Area in 2026 and I’m looking for my next project, program or delivery management role in Canada. In my own time, I’ve been building automation tools with n8n and Claude Code.

What I did

  • Upgraded the state’s core tax system to a newly released GenTax version that had little track record and patchy documentation.
  • Grouped modules by complexity and dependency risk to plan resourcing and testing.
  • Arranged an early performance test that showed a legacy system couldn’t handle peak volume, so we changed the architecture before development began.
  • Reported progress, risks and decisions to agency leadership through steering committees.

Results

  • 100% of milestones met on time and within budget.
  • No critical production downtime at cutover.
  • US$14M+ in additional state revenue in the first year.
  • An estimated four to six weeks of delay avoided.
  • New taxpayer portal features including single sign-on, payment plans and real-time filing status.

As project manager for RAiS, Jamaica’s national tax platform, I redesigned how our 30+ person team took in, prioritized and resolved issues, and reworked our project processes and reporting. I also led the Automatic Exchange of Information (AEOI) project, so Jamaica could meet international rules on sharing taxpayer information.
